Q: Does this item come with the base to mount the vent to the roof

The vent mounts to the standard size pipe the comes up through the roof from the black and/or grey water holding tanks. It slips over the outside of that pipe after the old vent cap has been removed.

Q: Will this thing fit on a plain two inch pvc pipe? not using on a camper. it just has to fit on schedule 40, 2 inch pvc... two feet above a roof.

It will. I had a coupling on top of my vent and this wouldn't fit it. I had to get a piece of 2" pipe and stick it into the coupling and then put this on top of the pipe.

Q: What size pipe does it slide over?

All rvs are standard with a 1.5in tank vent. Hope this helps.
