You apply it once a day. The directions say to use about half a cap full. You part the hair down the scalp and apply it with your fingers. Do this wherever needed. If more than one area of your scalp is thinning, you will probably need to use more than half a cap full. Afterwards, wash hands well.

Can this be applied to freshly shampooed, wet hair?

Your hair needs to be as dry as possible. I usually use it about 30 minutes before I go to bed.

Is this product fast drying?

As a female using the Men's product, I apply it once a day. Of course, one is supposed to part the hair and apply product to the scalp, but getting some on the base of the hair is unavoidable. On the scalp it dries fast, but the hair stays damp for awhile; I'm not sure for how long. I apply it at bedtime, and then get into bed to read for a half hour or more, and it seems to be dry by the time I turn the light out.
