Q: Would a hair dryer work in lieu of a heat gun.

I think it will work as long as the hair dryer gets really hot ? It will take longer obviously.... But, any heat gun will work and they aren't very expensive.

Q: Can it be used on shoe laces

That's an interesting question! It's certainly adhesive inside, and the cable joins I do seem robust, so I suspect the answer is yes, although it is quite stiff and will be slightly proud of the original lace so it may not sit on the shoe very vell. I presume that the adhesive is primarily to seal against water entry, so I don't know what the pull strength will be.
