Yes. The stand gives you some wiggle room (distance and height) for larger cymbals.

Q: Is it easy to get the tomtom close to the floor tom tom?

I have mine set up with the rack tom to the left. A ride cymbal on the kick-drum-mounted cymbal arm and the floor tom on its legs to the right (the standard 4 piece arrangement). Its difficult to understand what you are trying to determine. Perhaps you might rephrase your question and if Amazon hits me up again, I'll be happy to answer.

Yes the Tom mount comes off the bass drum, there’s also an arm for a ride cymbal.
