I'm seeing that the only way to control this is using the Hue app which doesn't run on older phones. Is there no other way to control it?

No ! Everything is controlled by the Philips Hue App by Bluetooth or by wifi with the a Philips Hue bridge. So it has no way to use it without one of them.

Can they work with the Hue Sync Box?

Yes, it will connect and you can sync in the app

Can you mount this on a wall?

Unfortunately there is no provision to mount this light on a wall.

Can this be used with the dimmer switch?

Yes, you can. You do use the app, but to assign the lights to the dimmer.
