Yes. It stores the line, has a rudimentary metal drag, the spool can be palmed to regulate line play-out, and it comes pre-spooled with about $10 worth of backing, running line, and leader. The line is cheap stuff, but when you're just learning, it'll do the job and you get to see how a fly reel is supposed to be set up, more-or-less. All for less money than just a few decent flies. I've since moved on to a slightly more expensive reel, but for a low-cost reel that I still use along side my new rig, the CC65 is a damn fine value. Five stars.
