Q: Can these be used in an electric fireplace?

I don't see why not. It servers the same purpose as Lava Rocks that you normally use in a Gas fireplace. My only concern would be the amount you would need.

Q: Is this borosillicate glass?

Not sure, i read it could be used with gas. I love the look, I’ve had for a while now and never had any trouble

Q: Can the fire glass be used in a wood-burning fire pit where the fire glass would sit on top of lava rocks (and under the wood)?

I don’t see any reason why that wouldn’t work. As long as the glass will not fall between the lava rock it should add to your fire pit experience.
