What does hand powered mean in power source?

It is moved around by hand when on. Don't worry you don't have to hand crank it.

Does it use Velcro sandpaper pads?

According to the description this sander uses sanding discs which attach with hook and loop, which I think is the same thing as Velcro.

So this uses velcro to adhere the sand paper to the tool instead of a hook&loop system? if that's the case, is paper hard to find?

Hook & loop IS Velcro. Velcro is just the trademarked name.

What is the purpose of the batteries? It is electric but the description says it requires a battery.

Even the product title seems to be messed up. "20V MAX Orbital Sander Kit, 5 inch, 3 amp, Corded". If it is corded, it is not 20V; that would be for cordless (battery).
