Will this hold 16oz strofoam cups ?

Yes! We keep 16 Oz cups on hand in this holder for travel. I've also heard of people keeping red solor cups in here, they are quite spacious little compartments.

Will the Cup compartment hold a bottle of coffee syrup?

I have a pump of skinny vanilla syrup,and mct oil. it fits perfectly. Along with Hefty red solo cups. They are pretty large areas.
