Does the rim offset affect the tire performance?

I had the married to a set of Forceum Hena All-Season Performance Radial Tire-205/55R15 88V with a .015 spacer in the rear and actually I think they handle pretty well.

I am wondering if the wheels come with clear

They came polished, looked great out the box. Been running them daily for what a couple months now with a little loving care they look just as good as the day they were opened 😁
