Ruger90272 6B Single Scope Ring

On the ruger web this model item (90272) says "a blued finish". in this publication they say that the article is "black". i need blue, will it work?

How many inch-pounds for the vertical set-screws? And how many for the horizontal flathead screw?

How many rings come with this?

Have a ruger mini 30 with a 40mm scope. scope touches top of body of rifle now. will this scope ring fit and raise scope high enough for clearance?
