It is not stretchy for the dress purpose I used it for but it depends on the pressure you wish to apply

It is used to thread beads on for decorations on knitted items so it has a knot tied at the bottom so I dont know if it would fray

Sorry, I don't know. I used it to make packets of sugared almond wedding favours. YouTube might give you an idea on how much length to allow for each bow.
