Will a linxdot helium miner work with this? in theory the linxdot needs 12V and 2.5Amps

2.0A is not enough for your miner. There is another model of this that I ended up getting for my Sensecap M1 which requires 3A. As long as the voltage is correct, the amp rating can be higher than what you need. The miner is only going to pull the amps it needs.

Will the 5v 2.4a micro usb (gigabit ) work with an amazon fire tv and give me 1000mbps speeds via the microusb? other's are cap at 100mbps via micro

Even modern Samsung TVs have only 100mbps wired Ethernet. TVs and streaming devices do not need more bandwidth even for 4K streaming.

This product takes POE, and converts it to a 12VDC output. You lose the POE power in the process. So it can power a a 12 volt device and supply a network connection.

Will this supply 12v dc through the barrel plug and poe power through the rj-45 at the same time?

Since a POE splitter "splits" the power and data, no- it would only have power on the power plug.
