Could this be good for basketball players for dribbling and developing arm strength?

They would help with overall arm and shoulder strength through repeated use in a workout. They do not bounce so they would not be able to be used for dribbling practice. They are the size of a baseball. The largest and heaviest ball is the size of a softball. Hope this helps you.
