Both the storm whistle and the hyperwhistle claim to be the world's loudest. Which one's louder?

Storm WAS the world's loudest whistle for many years at a 130-132db output, however HyperWhistle moved the bar pretty significantly 142+db when it was released a year ago and Storm continues to use their claims inappropriately. 
Sound power is measured in db which is a logarithmic scale +3db is 2x soundpower +6 = 4x,  +9 = 8x etc. so in measurable and quantifiable sound power, HyperWhistle is 10db louder than Storm, generally that is greater than 8x soundpower higher than the storm! 
Virtually 100% of the population consider a +6-+8 as more than double the perceived loudness to their ears even though the sound power factor is far greater. 
If you look at the construct of the HyperWhistle is is actually three chambers specifically tuned so they reinforce each other in an acoustic Heterodyne function producing not just the primary fundamentals of each tuned cavity but also the mix or combination or sum difference of each chamber in close and intimate acoustic relationship.

Will it scare aggressive dogs?

Not 100% sure, but it definitely startled me the first time I tried it. 
I now wear mine while out walking my two small dogs, who have been 
attacked more than once by aggressive dogs. The price is very reasonable,
so much so I will most likely buy a second one to store in my survival pack.

Question 3

Will this deter an animal? Was recently attacked and bit multiple times by a feral dog while riding my mountain bike. Looking for a non-lethal weapon.

From what I hear in the customer video it’s not remotely as loud as the air horn/dog horn. I have used the dog horn to deter dog attacks. Works perfectly.

Will this whistle survive scuba diving?

Totally Yes to surviving scuba diving. There are no moving parts in the whistle and the body is made of heavy durable plastic material. There is nothing that will be damaged by water, even at extreme depths. It is also self clearing/draining of water: there is no closed chamber to fill with water like a standard police whistle with an internal ball. And YES, it is loud. You had best plug both ears with your fingers when you blow it, or you will experience a sound level overload in your ear drums that is similar to that heard near a jet engine. Way beyond hearing damage level if continuously exposed...
