Will the detachable mount stay on in an rv? a strap can be added if i need to.

The detachable portion is screwed in super tight. I went with this mount for my RV because any of the lockable mounts are way heavier so its adding to the overall weight. Given this one has no arm to reach out, its better for an RV as long as you are mounting it where there is a backing plate made for TV mounts in your RV.

Will this mount work with a hp 240va monitor 23.8”?

I cannot answer about the HP 240VA monitor specifically, however, I used it to mount a 27" t.v. on a wall with no issues at all.

Can I mount a 1/2 or 3/4 strip of ply wood to ywo studs to center this in the middle of the wall ?

You can do that. I mounted my wall mount between two studs by using wall anchors appropriate for the weight range of my TV. This has worked great for my installation.

Tilting function

Can not be tightened good enough to hold the screen at a certain angle. Same issue for the horizontal movement as well.
