Is this waterproof? Can my dogs chew through it?

if it is glued to the floor no but my dog can chew through anything that is not glued down.

Could you cover an old shelf (bottom and sides) with this?

Adhesion is very poor.. mine came off in a day. I stickrd it to dry wall.. next time I used construction adhesive.but no use

can i put this over laminate? will i be able to remove it? (when i move out of my rental!)

You probably can put it over as long as it is a smooth surface because it is pretty thin. You could remove it but it is extremely sticky.

Would this wood be too delicate to create a tap dance floor out of?

This is a thin vinyl flooring and I am not sure but tap shoes may leave marks on it. Sorry but I couldn't say for sure.
