There should be a little rubber valve that comes off and you put a thin water steam in there no?

I bought these last year for a trip to Disney. I honestly don’t remember if batteries were in them. I will say that we used them for a week and did not have to change out batteries. The kids loved them, kept them cool and happy while waiting in long lines, etc.
