Is this easy to cut into shapes? i.e., if i wanted to make a giant christmas tree to spray paint green, decorate, and then walk around in?

This cardboard is very easy to cut with a sharp utility knife. I use it for backing on jigsaw puzzles and pictures.

Is this strong enough to use to protect an item while shipping?

Item was garbage, very thin, and not protected in shipping, so arrived damaged, I'd find a better solution.

Would thia be good for attaching targets for rifle shooting

Probably, but you would need to support it with 2X2's or 2X4's.
