Q: do i need to use oil or water with these stones

You can use either oil or water. Oil works best on the Soft and Hard stones. You don't need a special honing oil either. Mineral oil (sometimes sold as baby oil) works great and is available at most drug stores and supermarkets. If you use water on the Black Arkansas you will want to use enough to keep the stone wet at all times.

No they are not. They are 100% made in Arkansas, USA!
