I would say NO Its more appropriate for small gauge wires BUT you could use it to pull a rope through and then use the rope to pull the larger wire ALSO you shouldn't use romex within emt ...You should typically pull thhn wires through conduit...NOT romex It is odne all the time but will add alot of friction tot the pull and and bends in emt will add more struggle Put a box at each end of emt and pull THHN is my advice

I used it to pull 12 Guage 3 wire plus ground romex through finished wall through a maze of other wiring to main breaker panel. I guess it depends on how big the conduit is and how accessible each end of the conduit is but don't see an issue
