They don't take helium just regular air. I don't know that they can necessarily be deflated, but you have the straw and can definitely reinflate them

Can you blow these up with your mouth?

I think so, i used a balloon blower machine. It wouldn’t blow it with my mouth, the material is so delicate it might take a while
