Is this more like a "toner" or a cleanser that doesn't have to be rinsed?

I use it right after I wash my face (when my face is still watery). It is more like a toner but still helps clean some remaining dirt? dust? even after using the facial cleanser. Of course, you cannot rely only on stridex for cleansing but it just helps a little bit. But keep in mind that you use the stridex only in the evening! There is an ingredient (I forgot the name..) which gets weak?harmful? under UV...
