Does this product have the external brush for cleaning off the inside of the clamps as well?

It does have a brush under the cap/handle for cleaning the inside of the battery cable terminals. A slight twist and pull removes the cap. Like the battery post brush (seen in the picture), turn the terminal brush in one direction only and it will last longer.

Does this work on a John Deere mower battery post?

It depends on the type/size of the battery.Small rider mowers use a U1L battery that has rectangular posts that the cables bolt to, which can be cleaned with a small toothbrush style wire brush.Larger tractors with mower decks have tapered round posts on top of the battery (that look like large thimbles) like many automotive batteries, which is what this type of brush is made for. Be sure to twist in one direction only when using it.

How is this $10 terminal cleaner better than the ones that sell for $2 or $3?

It isn't. They all work the same with this style. The bottom cleans the posts and the handle screws off to clean the cables. Simple, effective, but not worth $10'
