How to unscrew it without the hole hanger bolt coming back out of the wood?

Try not to drive the hanger bolt too deep into the driver bit. I found threading two nuts onto the hanger bolt so that with the driver bit mounted there was probably about 1/16th of an inch or so left inside the bit before the bolt would bottom out in the bit. If the bit still backs the bolt out, you can grip the nuts with a set of locking pliers to keep the bolt in place without messing up the machine threads.

How does the driver not overtighten on the 1/4x20 thread and become difficult to remove without unscrewing the wood thread?

Try lubing the 1/4-20 thread. I believe, that the bottom of the driver cavity should be convex (or have a ball in it) to prevent seizing.

Will it work with 10 X 24 2" hanger bolt?

No. It is internally threaded for the 1/4-20 hanger bolts. The 10-24 threaded hanger bolt is a different diameter and thread.
