Q: I bought this cattle. its really beautiful, but it does not wistle . what shall i do ? its been 30 days since i purchase it .

Make sure you allow time for steam to biuld up as kettle boils. There must be plenty of steam pressure before it will whistle. If this doesn't do it. Send it back!

Q: The tea kettle wasn't what i expected its to small.

2 quarts is equal to a 1/2 gallon of milk. Give boiling space for the whistle, making it about 1-3/4 quarts capacity.

Q: is the inside of the kettle stainless steel as well?

Yes, the interior is stainless steel also : )
