Q: I had a apex hid lighting ballast, & i lost power on one of the ballast, i then ordered the xentec bulbs and ballast kit but it isn’t working?

Check your headlight fuses. Some cars or vehicals have one fuse for each side.

Q: ive only had my ballast 2 weeks and one of them quit bc it got wet.. thought this was waterproof. can i get a replacement free of charge?

Q: Will this item fit my 2016 Chevy Silverado 1500 zlt71?

They should work as long as you get the correct build to fit your headlights. I installed this on my motorcycle and they work fine

Q: Do these work for low and high beam?

I'm not sure if I am answering what you are actually asking. I have two vehicles using these ballasts. One has a two light system and uses hi-lo HID bulbs controlled by a relay that changes the position of the bulb in relation to the reflector to give a high beam and a low beam. This system works reasonably well. The other vehicle has a four light system and I use this on the low beams only. I could set up the high beams with HID bulbs but, due to the warm up time of the HID, I feel it is not a good idea.
