Q: We have underground fencing. But we need this for behavior issues. Will the two collars interfere with each other? Frequency wise?

No. The collar is only triggered by the transmitter. We have both and have no problem. If your dog stays within fence boundaries, you can probably just use the remote collar instead of having both on.

Q: collar size, will it fit a Mastiff, 28 inch collar? Can it be extended

Our Mastiff has a 29” neck. I have never found a training collar large enough. If it fits your mastiff will you please reply to your question?
