Can u fly them outside?

I fly mine outside all the time with no trouble. A breeze just makes it more fun to fly, though I've never flown it in strong winds. By all means take it outdoors.

Is the battery in the heli replaceable if it goes bad?

Yes you can replace. Search amazon for syma s107g replacement battery. You can upgrade to a larger battery also giving you more flight time. YouTube has plenty of videos on the subject.

The bottom rotary blades have stopped working. Is there a fix?

I'm not sure about your issue, but this company has a web page where they sell re placement parts and their customer service was very helpful and friendly. They are at service@symahelicopters.com
