Does anyone know the diameter of the starter?

This Half-Time Charcoal Starter has a 10" diameter.

I need the measurement for outer diameter of the chimney with 1/16" accuracy. I am trying to see if 10.25" round grate would fit. Thanks in advance

It is not entirely concentric due to slight flexibility, but it is 10". I have a 10.25" stainless fire grate which sits atop the chimney but have not determined exactly how to attach it. Unfortunately, the grate will not fit inside or outside the chimney perimeter. Amazon's "uxcell 2.87-inch SUS304 Stainless Steel Draw Toggle Latch with Spring-Steel Hook - 3 Pcs" should do the trick, since I don't weld.
