Will hella 002768821 24v horns to a dc36v/48v battery using a dc24v20a 480w step down transformer be the correct amps and watts for these horns?

Transformers only work with AC not DC. You could use a voltage regulator or a series resistor to reduce the applied voltage to 24V. Or, with 48 volts DC you could just wire them in series so that they each get only 24 volts. The current (amps) will take care of itself (I=V/R), about 5 Amps, I'm told.

Will this fit a 2016 subaru legacy? please only yes or no. no shoulds.

This isn't a yes/no question. It'll fit any car so long as you can find a proper place on the frame to mount them. Mine came with only one high-tone horn. I had to find a place to mount the second. Look at videos of others doing it. You may need to drill, and you'll need to run one wire only as the negative runs through the frame.

why are there two ? can i just install one?

Some vehicles are outfitted with two of these, like my SUV. Yes, you could install just one, but I find myself wondering why you don't just by a single horn?
