What material is this? I want to make sure I can paint it

Not sure which material it is but I was not able to use paint pens on it. I tried and it wiped right off even after letting it dry for hours. I ended up using sharpies.

is it cast from a female or male skull?

I would say based on the zygomatic arch, no hook on the back, and gonile area it is probably female but I am not 100%. Other features such as the temporal lines (generally seen in Males) is present but that may be to study a feature and not because it is Male.
