Can i use a vitamin c serum after using this toner

It's better if you use the similar serum to the toner. For example, this toner containes Niacinamide so you'll get better results if you use Niacinamide serum. If you want to use vitamin c serum then use vitamin c toner. Also, both Niacinamide and vitamin c have their own properties. so be sure for which purpuse you want to use anyone of them. Niacinamide helps you with your acne, pimple and it's scars, while vitamin c will help with glowing skin.

After face wash you have to apply toner and then apply moisturizer
