Is a 25cm base frying pan too large?

Yes the small hot plate is 15cm diameter the larger one 18cm across (diameter) - Its a good unit though its all I have for a cooker while undergoing renovation and served well for 9 months and hope it will for a while longer

Does this go from Boil to Simmer, quickly ?

How quickly the hot plate goes from boil to simmer is dependant on the initial temperature you had the hot plate to get the water to boiling point.
