it's voile which is usually cotton, but can have polyester in it as well. I would prefer if this company would list the fabric and where it's made.

I believe so. It drapes nicely but us lightweight.

Could it be short & light enough to use it as a hair scarf for trend?

It’s very light however it’s long so I don’t know about a head scarf.
