Is this polisher the mark 2

No ... it would say "Mark II" if it was ... I use this polisher , however every day and Love it !

What exactly needs to be ordered to use 4" pads?

There is no way to use 4" pads with this machine. You can order the backing plate for the Rupes 15 which is 1" smaller than the backing plate that came with the Rupes 21 originally, but that is the only other option that you could consider.
