Yup it is a net.
Used it to practice catching bait on the lawn, never used it in practice. Easier to buy bait. It was a waste of money purchase.

Husband threw it away at the coast, it was so bad.
My husband has been throwing cast nets for decades, from 4' to 10', and he said this is the worst brand of net he's ever used. The netting is super thin and tears too easily. Most importantly, the weights' diameter is smaller than the netting holes and tangles up every time you throw it, to the point it was impossible to untangle.

It serves the purpose
This is a good net to have, or purchase as a back up to your favorite cast net. I do wish it was better quality but for the price I can't complain. In my area we have rocks and oysters which play havoc on cast nets. Nothing burns your back side more than pulling up your expensive net and see huge holes from rocks. This net is a great price and won't hurt as much when a rock or oyster puts a hole in it.They also give you a tool and line to fix anything, which I think is a bonus. The other net included doesn't really work. The top slide is made of plastic and easily comes off. I am going to weave some string through the top so it closes better.Funny story, while trying to catch bait this weekend, I got the net caught on some rocks. I couldn't get it loose and even walked out into the water a bit to attempt the untangle. Keep in mind, I am in a marsh area with alligators. I was able to pull the net and it was super heavy. I pulled a rock that must have been 20 pounds but got the net up to the bank. Not a single rip or hole in the net. This impressed me greatly. I do feel like this net will hold up to the rocks and oysters in my area. Added a picture where I was trying to catch bait from the boat ramp and my little friend was watching me!I would suggest this cast net to anyone that wants an inexpensive option. I have used it about 4 times without any major issues or damage.

Not bad
The nets not bad would like to see a little heavier sinkers and a little better rope and it would be great over all can’t complain probably won’t buy a second one

Not a solid net with light sinkers
The overall quality of this net is not up to par. The sinkers are not heavy enough to make the net sink quick enough. And if you plan on using this in grass flats it won't work because the sinkers aren't heavy enough to trap the bait fish hiding in the grass. The rope is thin and low quality. Its only plausible use is for kids to learn how to throw a net. It is light and easy to throw a pancake with. However: your likely not going to trap the bait fish because the sinkers are so light, it takes a long time for the net to sink.
