Will this accommodate the irregular size of Water Wipes brand wipes?

It will only accommodate the regular size wipes brand ie: Huggies, Pampers, Luvs, Exchange Select, etc. If the Water Wipes brand is bigger than those I mentioned, then no, it will not fit. Hope this helps.

Can you use use it for reusable cloth wipes?

Yes! It works wonderfully for about 10 OsoCozy flannel wipes.

Does this wipes case leak when hung vertical from a stroller handle?

Mine never stayed latched. The only reason I kept it was because I had it in a zipper pocket on the side of the diaper bag that held it closed. I could have never left it out, carried it, or hung it on anything without the wipes drying out or falling out.

How easy it for baby to open? Currently my little one pulls open the container with her teeth and then pulls all the wipes out

It is very easy to open. I wouldn't buy this product again. It's bulky with no real benefit.
