I would say yes... it's possible.

What "premium" metal are these made of?

My guess is steel coated in chrome. Some have imperfect chrome, about 3/10 have a small blemish on the back

How might one connect a coin or other item to the cufflink base in a permanent manner?

I make coin jewelry and use jewelers epoxy. Takes a few days to completely cure but never had issues with coins coming off.
