Q: will this fit 10"x2.5" filter housings. Need it for a counter top Watts filter system. Say's will take any standard 10"

I measured the OD as 2.68", which means it was too big to fit my Culligan housing which is around 2.65".

Q: is this the 06-250-125-975?

The 06-250-125-975 has been discontinued for several years, although some suppliers may still have them in their inventory. The 06-250-10-GREEN is the replacement model, and that's what I've been receiving in my order here since 2017. I get better and longer lasting results with this replacement model. As with all such sub-micron (nominal) filters, you must first filter larger particulates IF your water is very turbid or has many suspended particulates. A first-stage filter might be an inexpensive 1-5-micron filter. I have a 3-stage system (30 micron to 5 micron to Matrikx) because our water system has so many particulate sizes.

Q: where did you find the cotton prefilter

There are a number of pre-filters you can find on amazon. The idea of the pre-filter is to remove sediment. White is usually tiny air bubbles. This is normal and should go away after a few days. You could try lowering the flow going through the filter. That usually helps to reduce the bubbles.
