To 1/4 cup of kernels how much oil should I add?

I use a 1/4 cup for 1/3 cup kernels. That's roughly a 4 to 5 ratio. So for 1/4 cup of kernals, I would use 3 to 3.5 tablespoons of oil.

Does popcorn made with this still require salt?

This arrived at a moment when I am sitting with my laptop, eating popcorn that has been prepped with this oil, and does indeed need to be salted. You could try without salt and perhaps it would satisfy your tastebuds enough to not require salt. I prefer salted popcorn regardless of the oil it has been cooked with.

does it come in glass or plastic packaging?

The oil comes in a plastic container. The seal under the plastic lid was compromised allowing about a quarter of the coconut oil to leak out during transport for delivery.

How do you use this in the whirly pop?

I use the Whirly Pop as well.There are instructions in the box. They recommend 1/4 cup oil to 1/2 cup corn. That is a good formula. That's what I use by sight as it turns out.
