Not sure but I think probably not due to the adhesive used for the extensions

I don’t know the ingredients. Unfortunately I was allergic to it and had to toss it after the first use so it’s not hypoallergenic.

Q: Can it be used on lower lashes?

I have used this product for years and I do use it on my lower lashes. I am not sure what the recommendations are but it definitely makes them thicker.
