Is this matte or dewy

I would call this more dewy than matte. That being said it doesnt take much of this stuff to get the job done. And a bit of powder really knocks the dewyness down. This is still one of my faves. Just have to watch out. If you apply to much you'll look like a dish sponge .

What is the lightest shade?

I use the darker color, so you would have to check the Cover Girl website to see the colors offered.
