No and it does not come with a specific velcro or similar secured handgun holster that attaches to the inside of a designated concealed carry handgun compartment.

Q: I just got this pack and can not figure if it is a chest pack or back pack. Maybe both?

It's an ambidexrous single sling, so you can wear it on one shoulder, cross body slung as a backpack or cross body slung on the front. It's slightly larger than I would want to use as a front slung pack. But, it could be used as such.

Q: Will this fit a 14inch laptop?

This bag can hold a 14-inch computer, but it is very stubborn and tight, and your computer can't be protected well, so I don't recommend putting your 14-inch computer.
