Is this the .38 size refill?

No, this is a pack of 5 Pilot G2 pens. I wasn't aware you could just buy a refill for this pen. I should check that out, it's my favorite pen, I just buy this size packs or a dozen at a time.

Does the ink dry fast?

Not super fast, it will smear if you move your hand right over it but once it's set it doesn't move!
