does the (double 9 set) comes with the 4 plastic trains and the center pad? If Not, can I still play mexican train with the double 9 set?

I'm not sure if the Double Nine set comes with the plastic trains and the Mexican Train Hub. I would recommend getting the Double Twelve set that is designed for Mexican Train. You can still play Mexican Train with Double Nine, but there isn't enought tiles for more than two or three players. Be careful when purchasing dominoes, especially the Cardinal Brand. The older sets had very nice colored tiles that were vivid and each color was very different , making it easy to tell them apart. Since Cardinal sold to another company the tiles are not being manufactured with the same color variations. In low light settings the newer tiles are very hard to tell apart, because the colors are very similar. It's definitely worth the trouble to research the actual colors of the tiles and not to rely on the colors shown on the box.

What size are the individual dominoes, 2" tall, 1", .25" deep wide or smaller than this?

It is 1" length, 2" width and .3" height.
