Do these knives lock open?

These do not lock open, it is a slipjoint knife.

How do u change the blades didn’t come with instructions

Open the knife to 90 degrees ("L" shape). Lift up on the back of the blade. Pull the blade away from the knife.

Will a #21 blade fit this knife?

It comes with #24 blade and says it will also fit with a #22 and #23 so I’m thinking a #21 would not work or it would have been listed. I did however send this knife back when I got it. It was not what I thought it would be. It looks like it has grip but it’s very smooth and it also does not have a safety lock on it so it could close on you and cut you while using it. I didn’t think it was safe.
