Maybe dense, heavy unbreakable plastic. I glued some items to it, holding up great.

Q: Does this have a bottom? How tightly does it fit; does the tissue box fall out when you pick up the cover?

Fits tight, open bottom. You have to experiment with the boxes of tissues available. I don’t move mine around all the time, kinda heavy.
