I would say it's about 24 to 36 inches long.

What temperature does this heat up to?

I assume it depends on the starting temperature of the room. My house is about 65 degrees most days, so I put my jar on a high shelf which brought it up to about 68 degrees without the heater, but my kombucha was taking about 2-3 weeks to brew. With the heater running continuously it is about 78 degrees. So for me, it heats to 10 degrees higher than room temperature.

is this dual voltage (110-240?)? I need 220v

No, not for 240 V. I don’t know if the company offers one specifically for 240.

How can I get a replacment for the rubber band that came with belt?

I don’t know but I just used a couple of big rubber bands that I had and it worked fine.
