I would say NO. This typically is one piece of hardened steel. Once it breaks, there is no welding or fixing it. But I doubt it would break. My opinion.

Can this be used to add weight incrementally to eliminate large weight jump between plates

Absolutely. Please keep in mind that the pin weighs about 5 pounds. If you want to add a weight less than 5 pounds such as 2.5 pounds, you would have to drop the main weight stack down by 10 pounds, add the pin and then add 7.5 pounds in plates to the pin. (-10 + 5 + 7.5 = 2.5)
